California Cuts 100 Percent Funding for Domestic Abuse Programs; Bad Economy Means More Abuse

While California cuts funding for much-needed programs, New Mexico offers more protection for abuse victims.

So by now, we’ve all heard about California’s budget crisis, with lawmakers and Gov. Arnold Schwarzenegger slashing programs left and right — most recently to the tune of more than $16 billion — to keep the Golden State afloat and bridge a $24 billion budget deficit. And sure, there are tough decisions to be made about what to cut and what to keep.

But one program that’s been cut has us questioning the Terminator’s judgment. Schwarzenegger has cut 100 percent of domestic violence funding, reports San Diego 6. That will affect 94 women’s shelters across the state; half of them may have to close.

"We hear about domestic violence on our streets already," said Laurin Pause, Executive Director for Community Resource Center. "That number is going to increase and that is my biggest fear."

"I probably wouldn’t be alive. I would be dead," one victim who was abused by her fiancé told the TV station. "Jane" stays at Carol’s House in the North County, a women’s shelter she has called home for several months. Jane is afraid of what will happen to the next abused woman looking for help, afraid "that they will die. Whether it would be in the inside or physically."

Many Californians have been protesting cuts to programs to help students, infants and children, the elderly, the disabled, the poor and the working poor. One idea that has been brought up to help the state’s budget woes: legalizing marijuana. But that idea hasn’t gone very far just yet. You can read more about the California budget here.

But trimming domestic abuse programs in an economic downturn may be the worst possible thing to do, since a new survey shows a couple’s finances are often a big factor when it comes to tempers flaring. A Mary Kay survey directly links the flailing economy to a rise in abuse from September to May. During that time, more than 75 percent of the 634 domestic abuse shelters surveyed across the country reported a rise in women seeking help. Of those, 73 percent attributed the rise to "financial issues."

"We’ve been hearing from the field that this economic downturn is making domestic violence worse," National Network to End Family Violence spokesman Brian Namey told The Dallas Morning News. "It’s a difficult time because we see a high demand on services, and at the same time funding is harder to come by."

Meanwhile, we can be encouraged that New Mexico is passing more laws to help domestic violence victims. One new state law allows domestic violence victims to take time off from work to seek an order of protection or attend court proceedings without risking their employment. Many victims lose their jobs because their abusers harass them at work.

One of the wonderful aspects of Bill Clinton’s administration, as any woman on this blog can attest to that deals with grants and funding for non-profits, was his attention to the needs of women and the poor. He established huge sweeping funding for countless programs in which women, minorities and the poor were advantaged. His mantra was you can take care of the poor while making the nation rich. Which flew in the fact of Bush and Regan’s mantra which was the rich got richer while the poor got poorer.

So it stands to reason and came as no surprise when George W took office some of the first programs sliced and diced were those in place for women, minorities and the poor. These have always been the programs to lose funding first because they are perceived as "non essential". I hope that the citizens of California will not only fight these cuts but also remember this come the next election cycle. Remember who was responsible for cutting necessary and needed funding for the most vulnerable among you.

Pay attention people! Obama made sure that the government jobs had money….but would not allocate money to help out Ca. Ca. is one of the most liberal states and has way too many entitlements and government mandates.

The money was spent, taxes can’t support the wild spending. JUST LIKE THE FEDERAL GOVERNMENT. Taxes will NOT support it.

When the people have disposable income, more programs are helped by CHARITABLE contributions than are ever by Government mandates. PROVEN fact.

However…isn’t it about time that everyone figures out that this is not about what WORKS, but about a take over by the government? This administration wants the majority of citizens on GOVERNMENT pay. Overwhelm the system.

Cloward-Piven strategy. Look it up. Read it. See how it is being used now.

Broke is broke. What part of BROKE is not being understood here? When the states go broke, the government takes over.

Wake up…this government is not wanting for the states to succeed. Government jobs secure this administations plan to regulate your every move. Food, energy, health care, transportation.

Wooo-hooooooo! 200 jobs and it is only costing the taxpayers $13.3 MILLION!!! Wowowow what a deal! And they are govenrment jobs!!! NOT SMALL BUSINESSES….government jobs.

AND…guess what? Now the federal government can WITH HOLD money if the state does not pass laws that the federal government deems necessary. Just like it has threaten over texting while driving laws. THAT IS UP TO THE STATES TO VOTE INTO LAW, NOT THE FEDERAL GOVERNMENT. But….Obama administration is withholding tax money if the states do not do their bidding.

Our constitution is being stripped. Our states rights are being hijacked. The government is in the middle of a HUGE take over. They only give money that increases the government control over the people and the money.

Wake up.

While I am all for domestic violence funding, I have to agree with Kelly about all the entitlements in CA. I keep telling people to keep their eyes on CA if they want to see the future in their own states. But wild spending? No. I’d call it stupid spending because of deals reached years ago with the unions in CA. Like the UAW fleeced GM. Same thing. [But you don’t hear Arnold begging for a bail out.]

There are two main reasons why CA is in this mess:

1 - illegal aliens

2 - the Teachers’ and State workers’ unions which have kicked CA in the gonads, making it damned near impossible to fire these employees. Schwarzenegger is only doing what must be done. There’s too damned much entitlement and for all the federal taxes Californians pay, we get little from the feds for various programs. So we end up footing the bill.  

Our state taxes were raised several months back. And it’s obviously not enough. Instead of getting government checks, IOU’s are being issued. Not cool. But you can’t spend money you haven’t got.

That’s right, point your finger at the minorities and unions. So typical of the GOP. The politics of fear and resentment. Yawn.

Undocumented workers have taken a toll on California, especially its education system. But to state that the two reasons you give above are mainly responsible for the crisis –or even major contributors to the crisis, is just wrong. California has been tremendously hard hit by the recession.  Certainly the bubble/bust cycle in the housing market was bigger in California than anywhere else, with the possible exception of Nevada. California’s foreclosure rate has been devastating to its economy.

But the real root of California’s economic crisis began 30 years ago with Proposition 13, a ballot measure that literally paralyzed the state budget. Property tax rates were capped, and the owners were immune to increases in their tax assessments even as the value of their homes doubled, tripled, etc. So older homeowners pay a much lower property tax rate than newer homeowners. Proposition 13 has also made it extremely difficult to raise taxes, even in emergencies. You need two-thirds majority to do this in both houses. So while I hear a lot of bleating in these letters that Democrats are in the majority in California blah blah blah, the fact is, the Republican minority makes it virtually impossible for California to respond in any responsible manor to the crisis. In a word, they have become obstructionists. Also typical, unfortunately.

Sadly, English Teacher — fear has served the GOP well over the last 8 years.    And if they can use minorities and unions as the catalyst for the fear spreading — certainly that is even better.

It doesn’t take a rocket scientist to know that Prop 13, the housing bubble, etc……..are prime reasons why California is in finanicial problems — BUT, that would mean looking at the root causes……….rather than assigning blame.

While I agree, placing blame on minorities and unions are completely fruitless, to remove ALL funding for domestic abuse while illegal immigrants have any rights in this country, is really quite shameful. There were other areas they could have reduced to keep at least some funding for women and children (an in some cases, men) who are brutilized everyday. I would rather tax dollars go to that than unions, minority (which are most at risk for dv) and illegal immigrant policies. Besides, I can’t figure out if the Governator is really a Republican, he so often sides with the Dems (maybe so he won’t get kicked out of the bedroom, lol).

Since this article is about California, isn’t the legislature of that state run by the Democratics?  The Senate has 25 Dems - 15 Republicans, the Assembly has 49 Dems - 29 Republicans.  The legislature has been in the Democrats’ hands since 1970 (exception 1995-96).  Whenever Democrats have full control, they do a lousy job, methinks.

Where are they on this issue?
