Liz Peek: Grandiosity, Not Common Sense, Drives Health-Care Bill

Bears, Bulls, Chickens and Pigs: wOw’s Wall Street Weekly with Liz Peek (Week of 10/26)

Editor’s Note: Liz Peek is a financial columnist.

The stock market cheered the resurgent economy yesterday, after losing ground for four days in a row. The 3.5% gain in real GDP was welcome but, since nearly half of the improvement came from the Cash for Clunkers program, I wouldn’t break out the bubbly quite yet.

ISI Group notes that economic recoveries historically mirror the extent of the downturn; the worse the falloff, the faster the bounce-back. They say that, given the recession-caused 3.8% collapse in GDP, the quarter should have jumped 10%. No one was looking for that kind of pop, given the debt load and job anxieties still weighing on Americans. Indeed, today’s report that consumer spending sank 0.5% in September (the biggest drop in nine months) underlines the fragility of the recovery. For further proof, just ask the 530,000 newly laid-off Americans that went looking for unemployment insurance last week.

HSBC’s economists had forecast 4% growth for the quarter. They were too bullish because they overestimated the government’s stimulus spending. The shortfall was in outlays from the cities and states, which unexpectedly turned down. This raises an interesting question, no doubt being asked by the 26 million Americans looking for full-time jobs. What ever happened to the stimulus program?

We do not have to risk fundamentally weakening the health care currently found satisfactory by nearly 80% of Americans.

If you’re wondering where our $787 billion went, visit the Recovery.gov website. The quick answer is … nowhere. Out of the entire program, only $173.2 billion has been paid out. Of the $14 billion in federal contracts awarded so far, for example, only a little over $2 billion has been received. There are some terrific projects that have received funding, though. My particular favorite is the $219,000 spent on a study of the sex lives of freshmen women at Syracuse University. You might prefer the "Week Mapping Radioactive Rabbit Feces With Detectors Mounted on a Helicopter Flying 50 Feet Over the Desert Scrub," which cost $300,000. If you’re a golfer, you’re probably thrilled with the $5,500 tax credit being applied to the purchases of golf carts.

Some of these projects make me chuckle, but the failure to create jobs for Americans is no laughing matter. A story in today’s Financial Times points out that "more than 8 out of 10 U.S. stimulus dollars spent on wind energy farms have gone to foreign companies." Cash that has gone to wind farms has funded 4,500 jobs overseas. Oops.

Well, after all, it’s the government, and no one expects perfection, or timeliness, or accountability. Then why in heaven’s name are we about to allow the government to interfere in our health care? It is inconceivable to me that Democrat leaders in the House and Senate and the Obama administration are bulling ahead with health-care legislation that Americans do not want, that we cannot afford and that is likely to detract seriously from the most pressing issue before us: putting people back to work.

Harry Reid, Nancy Pelosi and President Obama have reinvigorated the so-called "public option" based primarily on a couple of recent polls that say that Americans favor a government-run insurance program. Everyone should look up the actual WSJ/NBC poll that supposedly "green lighted" the public option. Early on, respondents are asked if the country is headed in the right direction. Over half (52%) say no, up from 43% in April. The sixth question asks people whether they approve (43%) or disapprove (48%) of the way Obama is handling health-care reform. In answering question No. 10, 48% of those surveyed say the government is doing too many things, while 46% say it is not doing enough. Responding to question 26, 42% said they think the president’s health plan is a bad idea, versus 38% who think it is a good idea, and in the follow-up 40% think that the legislation will make their health care worse (vs. 21% who think it will get better) and 47% think the cost will go up, while 13% think it will go down. Does this group sound enthusiastic about more government involvement?

Belinda I like Obama but I do not like this healthcare plan for the reasons I have stated above.  I have family who live in Canada, my aunt is a dr and my cousin an OR nurse - to hear their horror stories and then to be involved in it when I was there this past summer - it was a nightmare.  thankfully i didnt have to take my daughter to one of their clinics like i thought i was going to but on the day i was i drove by the clinic b/c I am nosey & the line was outrageous.  the clinic is open from 1pm to 5pm and then from 8 pm to 1 am….people will wait during the break just to stay in line and be there when it clinic reopens again…is that what you want to see here?  I dont….

Yes I currently have coverage and yes its could bankrupt us if something major happened but I dont know if having govt run healthcare would be any better….from what i have seen and heard of medicare that is already run by the govt.

C Hardy — you don’t trust the government to run our healthcare program, but you trust them to run our defense program?  Or, maybe not?   Maybe the government shouldn’t run anything?

As you mention, health insurance in this country currently sucks — it is way too costly for all of us.   Until we have a public option which introduces some competition to the marketplace — you can figure that you are probably going to be on payment plans for more than 3 medical bills in the future.

For those who continue to tout Medicare as the formula to reach universal health coverage, they should perhaps take note that Medicare is already $38 Trillion in debt and is expected to be bankrupt in eight years!  IF unchecked Medicare funding is going to also bankrupt the country.  This is not fear mongering;  it is a fearful eventuality.

For the financial security of our children and grandchildren we must not levy upon them the staggering costs of another entitlement.  The federal government must also not levy upon the States another financial mandate;  many States are already at the brink of financial collapse.

Medical insurance reform can be achieved without overhauling the entire medical industry.   The votes are there, from both sides of the aisle, to legislate needed changes in the medical insurance industry …. i.e. pre-existing condition coverage, dropped coverage resulting from catastrophic medical problems, across State lines insurance availability and so on.  Why do we not fix what the majority can agree upon with bi-partisan support?  This Congress must look to the younger generations and see that they are stealing their financial futures.

Bonnie "Why do we not fix what the majority can agree upon with bi-partisan support?"….Yes why can’t it be done?  Why does one side have to be right and the other have to be defeated?  What they dont get is that it DOESNT!  Too many egos running around and wanting to take the prize for getting it right, but at what cost to US the American People?
By C Hardy on 10/30/2009 2:33 pm

C Hardy -  The cost is going to be tremendous and outrageous.  I don’t know how this country will ever be able to afford for its citizens the same quality of medical insurance as enjoyed by our members of Congress.  It cannot be given freely to most citizens…unless there can be incorporated into this country a similar program as "Doctors Without Borders" which is a charitable organization.  I do believe that our Congressman do pay a portion of their insurance costs… but even with that caveat as a standard, there will be millions without coverage.

We are told that our current system of providing medical necessities to the non-insured, via hospital emergency rooms, is not cost efficient.  Yet, I do believe it is the easiest method of dispensing coverage to those who live in poverty.

It is an almost impossible dilemma …. separating those in true need from those who choose to spend their money elsewhere.  Our Congress should not legislate that any American pay for another’s medical coverage if the reason for non-coverage is by choice.

If our Congress concentrates on improving the Medical Insurance deficiencies first, maybe after those improvements are implemented, the dilemma of providing every American (and every illegal immigrant - remember the Supreme Court ruling pertaining California’s Proposition 8) with medical services will be easier to tackle.

Bonnie — "Why do we not fix what the majority can agree upon" — because that would be too easy!  And, it wouldn’t be what Obama promised his adoring sheeple.  It wouldn’t be what he promised big Pharma.  It wouldn’t be what he promised the Democrats.  Everyone knows that the Democrats have been trying to get Health Care changed for eons.  And, what was with the states opting out?  Why not let the American people opt out!  If you want it - go for it.  If you don’t, let those people alone!  This program is supposed to kick in in 2013 or 2015?  (So many dates I can’t keep track).  Will there be any money to pay for it then?  Where will the money come from?  With the tax and spending going at the rate of yet another tax on a weekly basis - there won’t be any monies left to pay for a Big Mac let alone another government program.  And, if we are lucky and we can throw everyone out in 2013 - we, the American people will still be saddled with this disgusting, debacle for the rest of our lives and that of our children.  Every country that’s tried Universal Health Care (Government Care) is having serious difficulty paying for it.  The staggering costs to keep alive a program of this magnitude, and yes, the levy of taxes on the states is already near collapse.  And, does anyone in their right mind truly think that another Federal Government Controlled program will not have fraud.  Just look at other Government programs.  And for those that think this is a wonderous reform bill - think again - be careful of false promises and bury your money in a tin can and hang on to your wallet, you are in for a long agonizing ride!

This administration is heavy on saying "No" To Your Right To Know.  A quote from Obama during his campaign… August, 2008

"I’m  going to have all the negotiations around a big table.  We’ll have the negotiations televised by C-SPAN, so that people can see who is making arguments on behalf of their constiituents and who are making arguments on behalf of the drug companies or the insurance companies."

Sure he did — so much for our right to know.  So much for transparency.  So much for bi-partisanship.  Funny how it sounded so good back there on the Campaign trail.

And, Liz Peek - keep writing these articles.  You always bring out the facts that many do not want to face.  And, I agree, "it’s the jobs stupid!

Glenda -  you are absolutely right about the monies needed to maintain a government run plan.  The current argument is that for four years, the new taxes and supposed savings from Medicare will be stashed away so that there is enough money to begin the overall medical coverage for the next six years.  The plan involves 10 years:  10 years of taxes and six years of expenditure.  What happens in the 11th year?  Deficit spending!  What if the savings from Medicare do not materialize?  Absolute disaster because almost half the costs of the Congressional plan are to paid for via Medicare savings …. which, by the way, is not supposed to change the coverage for Medicare recipients one little iota.  Imagine that?

Bonnie —"What if the savings from Medicare do not materalize?"  Wonderful question - if the members of Congress could borrow all the monies out of Social Security for other programs - I’m sure the "savings" in the Medicare fund would be just too tantalizing for them to leave alone!  Fraud doesn’t start AFTER a bill is passed or a program is established - fraud is committed by our elected officials before it leaves Congress!!!!!

Let’s just have a look at Nancy Pelosi’s plan…..Here is what I have read so far.  When I have had time to read more I will post some other goodies.

Page 94 Sect 202 (C) — Prohibits the sale of private individual health insurance policies beginning in 2013, forcing individuals to purchase coverage from the Federal Program.

Page 210 - Sec 222 (e) Requires the use of Federal dollars to fund abortions.  In the government plan.

Page 111 - Sec 223 - establishes a new board of federal bureaucrats the "Health Benefits Advisory Committee" to dictate the health plans that all individuals must purchase.

Page 211 - Sec 321 - Establishes a new government run health plan, according to the non-partisan actuaries at the Levin Group - would cause as many as 114 million americans to lose existing coverage.

Page 225 - Sec 330 - Does not require members of congress to enroll in government helath care.

Page 255 - Sec 345 - Includes language requiring verification of income for individuals wishing to receive federal health care subsidies under the bill - while the bill includes a requirement for applicants to verify their citizenship, it does not include a requirement to verify applicants identity, encouraging fraud for documented immigrants and others wishing to receive taxable subsidized health benefits.

Page 297 - Sec 501 - imposes a 2.5 percent tax on all individuals who do not purchase "bureaucratic approved" health insurance - the tax would apply on individuals with incomes under $250,000.  Thus breaking another central promise of Obama’s Campaign promises.

As I stated - there is much more - I am still reading - and as I dig through some more - I will post.  So far, from what I have seen - I am totally disgusted.  No way any of these creeps in Washington - especially "Nancy’s secret little group" gives a "twiddle twink" how the American people feel.  I am thoroughly disgusted.

Page 313 Sec 512 — imposes a 8 percent "Tax on jobs" for firms that cannot afford to purchase the government program.  According to an analysis by a Harvard Professor, Kate Baicker, this tax would place millions at substantial risk of unemployment with minority workers losing their jobs at twice the rate of their white counterpaets."

Page 336 - Sec 551 - Imposes additional job killing taxes in the form of a half-trillion "surcharge" more than half of which will hit small businesses:  According to a model developed by President Obama’s Senior Sconomic Advisors, such taxes could cost up to 5.5 million jobs.

Page 520 - Sec 1161 - Cuts more than $150 billion from Medicare Advantage Plans, potentially jepardizing millions of senior’s existing coverage.

These are just a few litle tidbits from this wonderful "secret plan".  Don’t know if I have the stomach to read anymore.

So, here we are, the economy is in the crapper, there are job losses daily - and with this plan it would appear that we will have more soaring unemployment, small businesses could become extinct -

Gee, this "Pelosi" plan and Pelosi in particular is scarier than Halloween!

Ahh, Stacy — as you mention, the Healthcare Bill is huge and in flux — I’m curious as to why you would thank someone for posting information which includes no source?    Would it be because the post confirms your preconceived ideas without reading the actual Bill?

Miss Sara, Glenda has refernced specific pages of the healthcare bill, of which I have a printed copy….all 1990 pages of it.  As I stated, I haven’t had the time to get through it.  After you have read it in its entirety, you can discuss this issue with me.
