Should Health-Care Reform Bills Allow Abortions to Be Paid for With Taxpayer Money?

Pro-life groups blast reform bills they say would mandate abortion coverage; Planned Parenthood says pro-life groups are spreading ‘lies.’

News that a federal health-care reform bill could allow federal tax money to be used to pay for abortions has caused a firestorm of controversy.

President Obama’s budget director, Peter Orszag, on "FOX News Sunday" refused to come out and say that "no taxpayer money will go to pay for abortions."

"I am not prepared to say explicitly that right now. It’s obviously a controversial issue, and it’s one of the questions that is playing out in this debate … I’m not prepared to rule it out."

Republicans say they are unwilling to rush a bill through Congress, but Sen. Judd Gregg, R-NH, said abortion won’t be the issue to hold up the bill.

"No matter what your views are on abortion, you shouldn’t ask people to use their tax dollars if they think that abortion is taking a life — to use their tax dollars for those purpose — for that purpose," Gregg said.

The National Right to Life Committee has been fighting to strip such language out of the bills in the House and Senate. It says if enacted, the measures "represent the greatest expansion of abortion since the Supreme Court handed down its Roe v. Wade ruling legalizing abortion in 1973." It says the language would "result in federally mandated insurance coverage of abortion on demand, massive federal subsidies for abortion, mandated creation of many new abortion clinics and nullification of at least some state limitations on abortion."

The recently passed Senate version could effectively mandate federal funding of abortion through various insurance coverage mechanisms. 

"We like the idea that people have choices and, indeed, the law of the land permits people to make those choices, and we respect that, and we are going to pursue that," Sen. Christopher Dodd, D-CT, told CNSNews.com. "Again, we do not want to discriminate when people have — they have convictions, moral convictions and religious convictions."

Pro-choice groups like Planned Parenthood have blasted Republicans for trying to strip out any similar language, and also took aim at The Family Research Council and the National Right to Life Committee for publishing "lies" about a women’s health preventative health amendment introduced by Sen. Barbara Mikulski, D-MD. Mikulski claims it doesn’t expand authority to perform abortions, but Republicans said they’re still worried about it.

"There is no longer any doubt that anti-choice forces have zeroed in on the effort to build health care reform majorities in the House and Senate as their chance to strike a devastating blow to women’s access to reproductive health care, including cancer screenings, contraception, and abortion," said Planned Parenthood. "They’ve already introduced at least 30 amendments attacking women’s health care — and you can bet they’re not done yet."

The FRC on Friday criticized a House committees rejection of "pro-life" amendments that would have prevented taxpayer money from being used to pay for abortion in the Democrats’ health-care reform bill.

"President Obama’s promise of ‘reducing abortion’ rings hollow as Congress finds ways to circumvent the historic federal ban on taxpayer-funded abortion with a wave of legislation that will flood the coffers of the abortion industry," said FRC President Tony Perkins.

It is a legal procedure and a woman’s health issue. I am for planned parenthood choices. Funny tax exempt c street house can play brothel liaison and yet a women can’t have a legal procedure without these kind of folks squealing to the skies. I would rather pay for an abortion than years of an abused childhood  and then an adults messed up life.

It is a legal procedure and a woman’s health issue. First of all I am pro-choice and though abortion is indeed a legal procedure is it really a woman’s health issue? I would bet that 99% of the abortions that take place are given to healthy women whose only reason for having one is that they ‘made a mistake’.  I do not view pregnancy as a mistake but living through the coat hanger days made me be a supporter …. However, it has become an abused right in some cases and I do not support that … One of my eldest daughter’s friends has had THREE abortions - she is obviously using this as birth control and that was never the intent of getting it legalized. As well, unless the life of the mother is endangered I think late term abortions should be outlawed. If a woman cannot make up her mind in the first three months of pregnancy whether she wants to go through with it or not - the option of aborting that pregnancy should be taken away. It was never the intention of this law to say that abortions should be available up until a week or two before birth. That is insane ….. I also think that taxpayers should not have to fund this if it is a private choice rather than a health issue.

I am confident that many Americans would support abortions in situations where there is a legitimate medical concern, providing there are strict guidlines being followed.

As for the poor choices of women…not to use a condom…that is their bad decision. Taxpayers are not responsible for their lack of control. Taxpayers should not pay for bad gambling debts either….

Bad choices….time to own them ladies.

yes…. and we have discussed this a couple of times, already…..of COURSE it shoud be allowed!  As SG states, this is a medical ‘condition’. 

Why have a NEW health care program, if we are now going to do the same thing that the insurance companies do?  When they decide who is going to live?  And who is approved to die?

hahahaha…that’s funny….I am in favor of a health care plan that does not discriminate against people…period!  When my mother was diagnosed with cancer, the first thing that happened was this:  Her insurance was canceled!  Yup!  My father paid cash out of his savings for her treatments…he was no millionaire—-he was a factory worker for 42 years at the same company…but…what did that matter?  SHE had cancer…and the insurance company was now going to have to pay out, instead of receive money from my dad—-so they flat out canceled her……when she passed, there was just enough money left for me to pay for my fathers’ aneurism hospital stay—-for a week—-till he passed….his got canceled too, ya know….42 years of paying into the health insurance, only to be cancleled when they needed it the most….

I was in Europe, Amsterdam, when I have to have a tooth pulled—-and it was free.  I was in France and had to see a doctor—almost free…I was in Canada and sprained my ankle really bad——went to the doctor and it was free….the advertising on TV by the right wing re: Canada is a bunch of hogwash—-mere propaganda…….

I suppose if the naysayers to the inevitable—-a health care plan that puts people first and greed last—-were to speak to truth rather than manipulate words and obstruct progress, I might listen to them…but for now…what I see is a bunch of people who are having a temper tantrum, because they (GOP & Insurance companies et al) don’t want to play fair—-In the lobby arena, it really is money that is more important than human life, isn;t it?

You see this gargantuan healthcare bill as a great boon, I see it as more of my rights slipping through my fingers, taken by an out-of-control government at the behest of the self-styled entitlement-driven proletariat. To those who support our relentless march toward a nanny uber-state, I say: I would rather die trying to make it big in a free society, than live with eternal government-mandated mediocrity.

If this government-entitlement thing truly has the mandate of the masses, then our country has indisputably lost the drive and pride that once made it the greatest place on Earth.

See, here is where we differ in understanding:  This program is NOT a "government-entitlement’ thing……oh I know it is hard to ‘keep-up’ with what the ‘thing’ is supposed to be…especially with all the junk propaganda, that is put out there by those who do not want things to ‘upgrade’ from the ‘old ways’  to what is more relevant to todays’ world.  The problem is that we are forced to ‘upgrade’ on things that do not matter—-as long as someone can get your money so they can keep doing it—- computers, TV’s, cars, anything that does not affect ‘life’ of the human body….but when it comes to quality of life for the purpose of continuing life—-it is deemed ‘not worthy’ of investment…

We soooo have chaos right now—-mostly obstructionist chaos—-but if you were to make attempt to really read and pay attention, and heaven forbid—-THINK—-for yourself,   beyond the rhetoric of obstruction, 1.  You would see this is not an ‘entitlement’ program , and 2.  It is the only ‘right thing’ we can do, to save ourselves from becoming third world to our population.  Just like all new things, it costs money up front, but over the long period, it is much much cheaper than it’s alternative…..WE can either bankrupt our savings, or bankrupt the hospitals by not paying for the emergency room visits, or die…..or we can all pay a ‘little bit’….and everyone will make money.  And do not forget that the young people, the generation of my grandchildren, who are the future of this country , will be paying in as well…..and they are healthier , and usually don’t bother….

The greatest place on Earth is the country that respects the quality of life of its citizens, and its’ place as a helping partner to the rest of the world…..like in the ‘old days’……America seems to have turned its’ back on its’ citizens—no homes, no food, no jobs….and then Bush believed we needed to isolate ourselves against what the rest of the world was asking us to participate in……..and now ‘we the people’ are an ‘impediment’ to progress?  Progress is what?  More money in YOUR bank account?  IF this program (healthcare) does not affect itself—those that ‘have’ will be paying even MORE for those that don’t have…and it won;t take long…maybe 10 years—-we will all go down, if we each don;lt do our part to pull us back up together.
