What's in Obama's Proposed 2010 Budget for You?

We understand the logistics of President Obama’s recently revealed $3.55 trillion budget can be a bit hard to comprehend, so we here at wOw have paged through it and picked out parts that may impact women in the coming years, like Social Security benefits, health care, contraception and the fight against gender discrimination.

Family Planning

-Funding for the Medicaid Family Planning State Option allows states to bypass some red tape when providing services to women who don’t normally qualify for government aid, such as cancer screenings and preventative care. The Atlantic points out that some argue this would reduce later-term abortions because poorer women would have quicker access to doctors. This is the same provision House Speaker Nancy Pelosi took flack for, as she tried to get it into the stimulus bill. It was dropped from that, but women’s groups lobbied hard to get it in the budget. 

-Promotes "evidence-based" teen-pregnancy-prevention programs, as well as state, community-based and faith-based efforts. "The program will fund models that stress the importance of abstinence while providing medically accurate and age-appropriate information to youth who have already become sexually active," the budget says.

"We commend the president for his commitment to make family planning and basic health-care services, including lifesaving cancer screenings, more accessible and affordable to millions of low-income women and their families," said Planned Parenthood Federation of America President Cecile Richards. "With women and their families losing health coverage every day, we applaud the president for making women’s health a priority as he works to reform our health-care system."

PPFA notes that the Congressional Budget Office has said this would provide coverage to 2.3 million low-income women by 2014, while other studies say it could help 500,000 women avoid unplanned pregnancy.

Health Care

-Creates $634 billion health-care fund more than 10 years to reform health-care system by (hopefully) bringing down costs and expanding coverage

-$6 billion for cancer research at the National Institutes of Health

-$330 million to boost number of doctors, nurses, dentists practicing in areas of the country that have shortages of health professionals; $74 million to improve access to and quality of health care in rural areas

-More funding for child care, expands Early Head Start and Head Start, creates the Nurse Home Visitation program to support first-time moms

-New Food and Drug Administration efforts to make sure Americans can buy safe, effective, cheaper drugs from other countries; calls for the creation of regulatory pathway to approve follow-on biologics – cheaper, copycat-like versions of complex, protein-based medicines that have helped make breakthroughs for cancer, multiple sclerosis, diabetes and HIV/AIDS, as well as many serious rare diseases

-Improves oversight and program integrity of Medicare Prescription Drug Program (Part D), Medicare Advantage and Medicaid

-$3.2 billion for the Low-Income Home Energy Assistance Program (LIHEAP) to help low-income families with their home heating and cooling bills

-Extends the Children’s Health Insurance Program Reauthorization Act through 2013, gives it an extra $44 billion on top of the $25 billion already allotted; will provide insurance for four million more kids by 2013

-Provides funding to reduce domestic violence and enhance emergency-care systems

Wow, that’s a budget that really puts people first.  And the pay raise for the military, and the medical care for our veterans, is way past due.

Pay raise for  retired military has a nice ring to it!   However, because the tax increased to 39.2% it goes "poooff."

Do retired military make more than $250,000 a year on retirement pay?  I haven’t met any retired military who receive that amount of money.   The 39% tax increase is for people making more than $250,000 a year.  You would think people making that income would be happy to share some of their wealth with the people who put their lives on the line, so rich people could stay rich.

Do you have any idea what you are saying?  You have just repeated the words that I find offensive.  "Share the Wealth".  Why should they?  Why should they be forced to?  Do you have any idea what you are saying?  Do you realize that some of those people making $250,000 a year are filing their income tax both personal,and business under Sub Chapter?  Just because they show earnings of $250,000 doesn’t mean that ALL of the money goes home with them.  What about the money that goes out to pay for business improvements, updating methods, training new employees, UPS shipping, rent, business supplies, local shipping, postage, expenses for the salesmen and women, telephone bills, utility bills, payments to banks and other secured debtors, insurance for employees, insurance for the company, payments to vendors and other employee salaries?   And, according to individual companies there could be other expenses.

By the time all of this is paid, the business owner goes home (if he’s lucky) with a personal income of $50-70,000 a year.  This has been stated over and over again, however, there are some people who refuse to listen.  They only thing I hear from President Obama is that people with an income of $250,000 are rich and should "share the wealth". 

No, I’m sorry, I am not happy to share my wealth with anyone else.  I have already shared my "wealth" with the people that work for me and help to keep my business afloat.  And, believe me we are certainly aware of the money that should be paid to our military.  We were in the military for 25 years before retirement.  Maybe some of the money spent on "oink oink" projects should have gone to the "people putting their lives on the line" instead of ptorecting mice and implementing rail lines.  Not to mention about 50 other programs!

Oh, and by the way, we also do our share in supporting chairities and we tithe to our church.  We also work with "Big Brothers" in the community and provide uniforms for Little League players who can’t afford to buy them. 

I think we have done our share of share.  This is not "share the wealth" it’s "wealth envy" — wow!. let’s get those rich folk!

Lady G…isn’t it disgusting the attitude libs have on here about the rich should be sharing their wealth…like you said $250,000 is gross, not net…so they just don’t get it. 

I don’t want the govt. telling me where I should spread my wealth…I will choose my own charities and organizations….I want  my money to go to people who took responsibility of themselves and not the ones who sit on their a$$ and collect welfare checks and don’t even try to get a job because it’s so much easier sitting on the porch with their high priced wheels in the driveway while they wait for the mailman to deliver their check….

Newt G. said tonight that there is 85-125 billion dollars lost in welfare fraud a year….he said that alone would pay for his health plan….so wtf is going on here????  It’s truly disgusting!!

Can you folks change the record…share the wealth!!!  When are you all going to stop using the playbook soundbites that are played on talk radio and Fox etc and actually start thinking for yourselves?  It never fails to amaze me that when you hear anyone from the right they ALL repeat the same soundbites over and over.  You look at the party as it is now and it is a total embarrassment, all talking heads "all for one and one for all" with no new ideas and no new plans and they have the nerve to complain about the way Obama is handling things!!!   It’s a party that is full of the same old tired trash we have heard for the past 8 years…Michelle Bachman saying to Michael Steele "you the man"!!!! What was that about???  Whatever is wrong with them so full of incompetence and they have turned into a silly bunch of kids, just who are they trying to impress here?  They really think they have a chance to come back in 2012 with that sample they have now and not changing one thing about their so called core values I find that highly unlikely.  What a shambles!!!

What kind of shape was the DNC after they lost twice to Bush???

They not only have a chance to come back but with the incompetance Obama has show on this budget ( after twelve  hours earlier saying we neede to cut the frills and pay for the basics) American will have had enough of the Obamaomics in 2012.  Wait and see !

You betcha, showed them as real people!!  Who do you think Michelle Bachman was trying to appeal to by using that kind of language?  You say we lost to Bush twice many of us find that questionable!!  Well, I guess the Reps know all about incompetence they had to live with it for 8 years..now to get back to competence which is what we have in abundance with our new President, I think the Cons are the ones who needs to wait and see.  No one can judge anybody least of all a new President in barely a month…but of course we all know that he’s not going to get a chance with most on the right but that’s alright we have great faith and just sorry that you will all be proved wrong.  Now you wait and see!!!

I think you will find that tax cuts for the rich is solely a Rep trait…they don’t care about the average working man as long the rich get richer they are quite happy.  The sad thing is the foolish folks on the right who are not earning a good living just can’t or don’t want to see it.  I think you will also find that President Obama is calling for tax increases on the rich not tax cuts  now keep up that is the Rep mantra remember tax cuts for everything??  Are you sure you listen to the news????

People on the right that may not be rich see the fundemental problem that extra taxing people who have been successful to help those that prefer to sit and complain is  not the way to fix things!  They at least have the intelligence and good character to see that those who have been blessed are the very people creating jobs for them to work at and be proud that they are being productive and EARNING their wages to support their families the best they can!

The do not EXPECT a Free lunch..only a way to  EARN one!
