With an eBay account and about $2.5 million, you too can fly in the state jet that cost former Gov. Frank Murkowski so much political pain in his failed re-election campaign.
Gov. Sarah Palin announced Tuesday that she plans to sell the Westwind II online to the highest bidder.
Murkowski bought the jet over the objections of the Legislature. Before leaving office earlier this month, he regularly used it to travel around the state, sharing it with the Department of Public Safety.
While running against Murkowski, Palin promised to "get rid" of the aircraft. If eBay doesn’t work, the state will try something else, she said Tuesday.
As for the Public Safety Department, which uses the Westwind II to transport prisoners out of state, Palin said she’s asking the department to tell her what kind of aircraft would suit it best, and she will look for an OK from lawmakers to provide it.
"This is big enough and symbolic enough of an item that the Legislature should have their say," she said.
But in a phone interview days before he left office, Murkowski said selling the jet was a bad idea. The jet is fast and safe, and replacing it would be a step backward — like using a typewriter when you already have a computer, he said.
Palin said the Public Safety Department needs an aircraft that’s more versatile then the Westwind II and that can land on more runways around rural Alaska.
She said she’ll get around the far-flung state the same way previous governors have — on commercial flights, and in the state’s old King Air propeller planes, like the one she used to fly from Anchorage to Fairbanks on Tuesday.
Palin spokeswoman Meghan Stapleton said that because the Legislature wouldn’t approve money for the jet, the Murkowski administration bought it the way you might buy a car — making regular payments over 15 years while paying no money down.
The state makes quarterly payments of $62,492.79 on the jet, she said. After the payment due Friday, Alaska will still owe $2,516,386.06.
The state’s chief procurement officer, Vern Jones, said it’s not usual for Alaska to sell big-ticket items on eBay because the site is cheap and has a big audience.
It cost the state a few hundred dollars to sell an old state ferry, The Bartlett, for $389,500 in 2003, he said. "They got more for that then they expected."
Tuesday night, the state was auctioning 38 items on the site, including three aircraft — two Super Cubs and a Cessna. Two of the planes have already reached the minimum bids set by the state, meaning Jones expects them to sell for sure.
Other items for sale included two sets of used helicopter floats ($300) and King Air exhaust stacks ($500). In the "feedback" section, someone had written: "Great Seller — Great State — Great People."
As of Tuesday night, the jet was not yet listed.
So who would buy a $2.5 million jet from the state of Alaska?
Jones didn’t want to speculate. He was going to say "rich guys," he said, "but that sounds kind of obvious."
One warning to the jet’s potential buyers: Murkowski said in the interview before he left office that despite all the fuss, it’s actually not that comfortable.
"You can’t stand up in it," he said, and the bathroom is basically a port-a-potty. "You dare not use it."

One of the compelling anecdotes about Sarah Palin is that she auctioned off the Alaska governor’s jet on eBay after taking office — a swift move made by a reformer hoping to clean up the excesses of her predecessor.
But in fact, the jet did not sell on eBay. It was sold to a businessman from Valdez named Larry Reynolds, who paid $2.1 million for the jet, shy of the original $2.7 million purchase price, according to contemporaneous news reports, including a story in the New York Times.
Dan Spencer, the director of administrative services for Alaska’s Public Safety Department, said that the Republican speaker of the Alaska House, John L. Harris, brokered the deal. Reynolds made campaign contributions to both Palin and Harris in 2006 and 2007.
What happened? It appears that, as promised during her bid for governor in 2006, Palin did try to sell the plane on eBay but that doing so was not as easy as it might have sounded. After putting it up to auction, there was one serious bid, in December 2006, and it fell through. Still, the Westwind II was sold about eight months later, achieving Palin’s goal of ridding the state of a luxury item.
But that hasn’t stopped Palin, or John McCain, from implying — and, on Friday, claiming outright — that Palin did sell the jet on the Internet.
"You know what I enjoyed the most? She took the luxury jet that was acquired by her predecessor and sold it on eBay — and made a profit!" McCain declared in Wisconsin at a campaign stop on Friday. It could not be immediately determined what that profit was.
The video tribute to Palin that aired at the Republican National Convention on Thursday night made the same claim. "She signed sweeping ethics reform legislation, auctioned the governor’s jet on eBay," the narrator said, citing it in a list of Palin’s achievements.
Palin has been more cautious in her comments. Rather than claiming she sold it on eBay, she gave in her convention remarks a description that was true but, nonetheless, still left the impression she had sold the jet online. "That luxury jet was over the top. I put it on eBay," Palin said.
"She put the plane on eBay," said Tucker Bounds, a spokesman for McCain’s campaign. "It didn’t meet the minimum threshold the state desired so they used a broker. The plane was purchased by the former gov against the wishes of the legislature and voters — was a symbol of corruption."
She sold the plane and saved the taxpayers money on maintenance and costs."

"There’s a rule of thumb in the industry that publishers net about $10 per hardcover sold, after expenses, but before the cost of the advance. Once she’s sold 700,000 copies, then, HarperCollins is in the black. And what of that 1.6 million printed? An ideal “sell-through” rate is about 75 percent, which means HarperCollins thinks it’s going to sell about 1.2 million copies. At that level, Palin will have made $7 million and HarperCollins $5 million of its own.
A HarperCollins insider told The Daily Beast that the book sold a staggering 300,000 copies on the first day alone, which was Tuesday. “Sales are phenomenal, and we are convinced that the book will continue to sell phenomenally for some time to come,” says the insider. They’re not prevaricating: As of 2:30pm today, the book was #1 on Amazon, ahead of both Stephen King’s new novel, Under the Dome, and Dan Brown’s The Lost Symbol. The latter sold 1 million copies on its first day, but that figure included the UK, and top fiction generally trumps non-fiction. Any way you carve it, Going Rogue looks to be a $12 million goldmine."

1) 9/3/09: An ethics complaint against a top aide of former Alaska Gov. Sarah Palin [Bill McAllister] has been dismissed as lacking merit. ….A report from the state Department of Law recommending dismissal of the complaint concluded no evidence was found that state ethics law was violated. (here)
2) 7/24/09: The Alaska Personnel Board has dismissed another ethics complaint filed against Gov. Sarah Palin. The latest is the sixth complaint filed by Anchorage resident Andree McLeod. (here)
3) 6/23/09: The state has dismissed an ethics complaint alleging a close adviser to Gov. Sarah Palin played politics on state time while traveling with Palin on the vice presidential campaign trail and afterward. 4) 5/27/09: The State Personnel Board has dismissed an ethics complaint filed against Gov. Sarah Palin. It was the 13th ethics complaint filed against the governor or her staff that has been resolved with no finding of a violation of the state ethics law, the governor’s office said Wednesday…. the board, following the recommendation of an independent counsel, threw out the complaint for lack of merit…… McLeod made eight separate allegations in the complaint against Palin. ……Independent Counsel Michael Geraghty of DeLisio Moran Geraghty & Zobel, P.C., said neither accusation constituted a violation of the state ethics act. Geraghty found the press release announcing Palin as McCain’s running mate did not constitute a violation of the state ethics act. He concludes that, "the conduct involved was not improper, let alone a substantial violation of the Ethics Act." McLeod amended her complaint the following month to include new allegations of misconduct…… Geraghty concluded that even if the new allegation was true, it wouldn’t constitute a violation of state law….. Geraghty found that no state staff, time or resources were used in the formation of information on the SarahPAC Web site, and there was no violation of the ethics act….other additions to the complaint [were] also discounted by Geraghty. ?????? She resigned because the orchstrated complaint filings made it impossible for her to do her job..much less afford due to the attorney costs of clearing them. An effort was made to personally bankrupt her family. She was not allowed to leave the state for any persoanl reason. Her staff was spedning more time on the complaints than doing their jobs.

The personnel board found no wrongdoing, but Palin agreed to reimburse the state for costs associated with trips found to be of questionable state interest.
The board’s investigator, Timothy Petumenos, said in his report there is little guidance under state rules to determine ethical standards for travel by the governor’s immediate family. But he interpreted the law to require that the state pay only if the first family serves an important state interest.
Van Flein noted that Palin had followed historical practices on first family travel and that her travel requests were processed by the same administrators who processed requests for predecessors, Frank Murkowski and Tony Knowles.
"No one challenged Gov. Murkowski’s or Governor Knowles’ travel practices," Van Flein said in an e-mail. "The rules were, and are, being changed in midstream for Governor Palin. However, as noted in the agreement at the time ‘the Governor wants to exceed minimum legal standards.’"
